You should ask the people who made the emulator, not us.
Go to their forums (I know there are, since I'm 99% sure which emulator you're using) and ask nicely if they can help you.
Also give you PC specs, the emulator needs a decent PC to work as good as a PS2.
The reason why it loads in a second is because those aren't that heavy operations just like playing ingame movies, they even play on a Pentium 4 if all need be, for the gameplay, you need more processing power.
I hope you get to play the game at a decent fps

Thanks, this is the sort of answer I was hoping for.
As for my PC, it is very powerful, so it should have no problem.
The slowdown seems to be related to the sun, If I am riding down the slope, say, the transition between happiness and the green station, I will get 50 FPS, which is what it is locked to.
However, as soon as the sun appears, my framerate drops to a measly 20, and my game starts to run at half speed.
BTW, yes, I use pcsxe, and I just can't find a configuration guide for SSX 3
And I do realize why it loads quicker, but thanks anyway.
Thanks again for your...informative post.
