Well, a very simple and good program to make animations with is Animation Shop, which you can download a trial of here: http://www.jasc.com/products/animationshop/ And here's a tutorial on how to use it: http://www.pinoy7.com/anim/default.htm

Well, this one is a good place to start with: http://www.howtodrawmanga.com/tutorial/tutorial.html There's a whooooooole series of great books from that site (seen here http://www.howtodrawmanga.com/htbooks.html) that - if you could take out from a library or something - would be just what you want.
